A summary for policymakers – this report identifies potential benefits and challenges associated with different legal tools and instruments and makes a number of recommendations regarding the way in which they can be employed to support effective and efficient adaptation to climate change. The instrument categories presented in this summary report include: Framing instruments, information instruments, regulatory instruments (flexible and fixed), compulsory acquisition instruments, voluntary instruments, taxes and charges, and liability shield instruments. The instruments range from those that seek to control and influence new development (the traditional domain of land use planning) and those that specifically target existing development.
