This manual helps decision-makers to identify functions and decisions that may give rise to legal risk and to provide some guidance on how to manage these risks. In particular, the manual is concerned with legal risk as it applies to decisions about climate change adaptation. The manual is divided into two sections. The first one outlines the types of legal challenges that governments may encounter. It sets out the main categories of legal challenges you may be faced with in various contexts. The second section is entitled Decision-making, and it aims to provide you with a framework to use when deciding how to manage these risks.
